Non-stop payment service FAQ

The "EasyPass" non-stop toll payment service will be implemented at 5:00 AM on May 7th, while the Shing Mun Tunnel and Lion Rock Tunnel will implement "EasyPass" from 5:00 AM on May 21st and May 28th respectively

What is the non-stop payment service?

This is a government-launched service, essentially a free "Autotoll." It allows drivers to easily pay tunnel tolls using payment stickers, eliminating the need to stop at toll booths or queue. The service will be rolled out in phases by the end of 2022, covering all government-paid tunnels and the Tsing Sha Control Area, potentially saving drivers time waiting in tunnels

How does the system work?

When a vehicle passes through the toll booth, the toll sticker on the windshield is identified using radio frequency identification (RFID) and automatic license plate recognition technology. The tunnel toll will then be automatically collected via bank transfer or other electronic methods. The vehicle owner will also receive payment records and notifications through the service's mobile application

What is a payment sticker?

The toll stickers are divided into two categories: one is the "vehicle sticker," which is only for designated vehicles and is "related to the license plate"; the other is the "vehicle type sticker," which is categorized by vehicle type, such as the "private car vehicle type sticker" for private cars and the "medium-sized truck vehicle type sticker" for medium-sized trucks. The tunnel toll will be automatically deducted from the "vehicle type sticker" stored account. The "vehicle type sticker" can be purchased at relevant service outlets, similar to an Octopus card or a prepaid card, requiring pre-paid funds before use

What are the application procedures?

First, you must register your "electronic contact method." Applicants must provide a Hong Kong mobile phone number or email address as their "electronic contact method." The Transport Department and the Tunnel Toll Service Providers Association will send electronic notifications via SMS or email when necessary, including tunnel toll payment notices. Registration forms can be obtained from the four Licensing Offices of the Transport Department, district Home Affairs Advisory Centres, or the Post Office. Applications without a "electronic contact method" will not be processed

After applying for the "electronic contact method," you can select the option to "apply for the vehicle subsidy from the tunnel toll service provider" on the application form and online service when submitting vehicle-related applications to the Licensing Office of the Transport Department. The application will then be forwarded to the tunnel toll service provider for processing, without the need for a separate application. The government expects to issue the vehicle subsidy to applicants in phases starting from mid-2022. Details will be published on the Transport Department'snon-stop toll payment service website.
